Zastava scope base holes off center

Recently i acquired a Zastava Z98 (ussg import with no irons) online and when it arrived, it was noticeable to the naked eye that the two front holes for the scope base were off center. Once i mounted up a scope, my suspicions were confirmed. No big deal, leupold rings and bases solved the issue but is now shifted quite far to one side. The rifle shoots fairly good for hunting, an honest 1.25 moa @ 100 yrds using factory ammo on average. I wanted another with open sights so i headed into my local store and checked out the newer LK M70. To my surprise, both theses rifles had the front base holes also off center. Now with it off center, there is no way I can use see-thru mounts because i am going to run out of windage if it is like the first rifle. Those who have handled a few of the Zastavas, are theses an isolated case or are they all like this? A recent ad in the EE also shows that another confirmed case of off center base holes. I would really like to get another but only online has the caliber i want and the last thing i want is to have the base holes off center. Comments please
 
Had / have several, never saw that before. Personally, I would have returned such a rifle to the seller. You still can try getting older Tasco all steel bases and rings (those made in Australia), as they can be be adjusted front and rear.

If not, you best option is a visit to a good gunsmith.
