It's a way to stop new accounts/bots from spamming in there. You need to "prove" you're a real person by making some posts on the forum and applying for access. All info can be found IN THIS THREAD HERE

Because some people like to put their contact info in it. So kind of negates having to apply to get access and all the safe guards in place to fight scammers.
