Going to try my hand at building a stock and was curious on overall lentgh? The stock will be for an f/tr rifle. So is there a overall length I should strive for? What about thickness and length of forearm? Also do you recommend a slight angle to the butt or run it parrallel with the forearm?

A stock is about 90% personal preference. You have a weight limit of 8.25 kg or 18.15 lbs. for an FTR competition. The heavier and more stable your stock, the heavier and more stable your rifle is. Most stocks go up anywhere between 1/2 to 2/3 the length of the barrel. Stock width is, again, personal preference. 3"-4" is "normal". Recoil pad should be perpendicular to the bore as you want recoil force to come straight back to minimize muzzle rise.
 
I know the butt plate should be perpendicular to the bore but should I have the bottom of the butt be parallel with the forearm or should I have a slight angle for elevation adjustment by moving the rear bag? I know a good benchrest stock usually doesn't have the angle but what about a F/TR stock. I am using a Star Shooter Bipod if it makes any difference.

If your bipod/front rest can readily adjust the elevation, then a straight Toe is fine. If your bipod/front rest does not have easy elevation adjustment, than having an angled toe to make small adjustments may be preferable. A quick Google images search of FTR rifles show that the majority have some angle to the toe.

Not quite correct. Short range bench rest has a minimum angle specified in the rule book for light and heavy varmint classes. Flat is illegal. Flat is a pain in the asss when pulling back on the rear bag doesn't result in any elevation changes, IMO.
