Made by Anschutz under import contract for CIL. In the US, you'll see the exact same rifles only stamped "Savage" instead of CIL.
Generally speaking good rifles. I have a CIL Anschutz 125, made in the late 60's, and I'd put it up against a savage bolt action any day of the week for accuracy.
Downside: Tough to find parts for them. Upside: so well made and reliable, you're unlikely to ever need parts for them.
Value: Depending on the model, usually worth more as a shooter than what someone is likely to pay for it, although I'm seeing prices start to climb a bit. Anschutz freaks are Anschutz freaks, and they'll snap up anything with the right stamps.
