still as clear as mud ....... lets say a guy goes to a range , makeshift in a gravel pit , or official ...and see's several hundred 303 ii brass littered on the ground .
he picks them up , is he now in possession of a illegal substance ?

Makes sense, one of the most annoying things for use in military is the sale of CADPAT uniforms to the public. It is a criminal code offense to possess regulation CADPAT and not be a member of the Canadian Forces. I hope you will enforce that as well as it is an extension of this rule.
