Do I require an ATT for an AR upper?

I need a little gunsmith TLC for my AR and I was told that I can transport just the upper (no bolt or cocking handle) without needing to get an ATT. I used the search function, I checked the firearms act and even a little of the criminal code; no joy. I don't want to initiate a conversation about "well if a cop saw it and was having a bad day..." etc. I understand the huge grey area that surrounds this and the distinct possibility that cops will simply press charges and let the courts sort it out. Who I am interested in hearing from are dealers/ buyers. Have you bought or sold an upper recently, and if so, did you apply for an ATT for it?

With the AR family of firearms, the receiver, with the serial number, is 'the firearm'.
You can transport, store,etc., any and all AR uppers without restriction. Just the same as if you were dealing with a pistol, the receiver is the registered portion of the firearm, not the slide, even if it does come with serial number.
A moot point, but the Swiss Arms series of rifles came with the upper as the serial numbered portion of the firearm, and the receiver could be transported, stored, etc., without restriction.....
If, and when, the Swiss Arms units are turned in at the end of the amnesty, I would presume that the authorities will be receiving a bunch of bare uppers.......
