Natchez ships non-ITAR stuff to Canada.
Alas, the TRS25 is ITAR-controlled :-(

We do not ship ammunition, any component of ammunition, chemicals, tripods, bipods, monopods, shooting sticks, night vision, night sights, or any gun parts (including magazines, speedloaders, and gun stocks). Optical sighting devices and mounts are dependent upon the country of destination. There may also be other items restricted due to guidelines set by United States export laws. The above listed items require an export license and Natchez does not ship any item that requires an export license.

Yes, there are two different packages. One is called "TRS-25 TROPHY" and it comes without the riser, is more hunter oriented. Another is "TRS-25 AR OPTICS" which comes with a riser. Both red dots are the same though, just different package graphics and addition of riser.
