I am asking this question because I can buy 1000 rounds of TulAmmo for $319.99 which is much cheaper then a 1000 rounds of brass ammo at $489.95. Once I fire the steel rounds can they be reloaded
You can reload steel cases (using normal dies) provided they are not berdan primed. However most people would tell you its not worth the effort. The steel cases also tend to crack as they are not as soft as brass.

There are issues with steel cases springing back after being resized since steel isn't as malleable as brass. Many people have gotten it to work but it's more involved than brass reloading and the right sized berdan primers can be hard to find.
Generally steel cases go in the garbage. Unless you really want to challenge/frustrate yourself or it's an odd ball cartridge you can't get brass for (doesn't really happen with all the specialty companies around) it really isn't worth it.
If you want reloadable cases, buy brass cases up front either as components or brass cased factory ammo. If you aren't interested in reloading and just want cheap ammo you can shoot and not worry about collecting your cases, buy steel cased ammo.

Quite a bit of work and I doubt they would last more than 2-3 firings before splitting. Brass cases are less work and can last 20+ firings if taken care of.
i am presuming u want to reload the Tula 5.56 . I have done it worked and etc a few after second firing some primers did come loose after shooting but maybe 1 or 2 with cracked necks . after shooting about 300 steel case reloads
I forgot that some of the Tulammo is boxer primed even though they're steel. Someone here on CGN reloaded some of their 45ACP pistol cases and it worked. Would make it easier as you don't have to do a primer pocket conversion. Still not as good as brass cases.

i've reloaded the same cases about 14 times now without any case mouths cracking or primer pockets loosening up with moderate to hot loads. although the 45 isn't a huge pressure round so i suspect they will last a long time. tula also makes 357mag which is hopefully boxer primed as well, i would love to see how many reloads i could get from them. i was able to get 15 reloads of full house loads from a brass case (15gr h110/158gr bullet).
i'm not sure why they make some boxer and some berdan primed, the 9mm isn't. the website says the 223 is boxer primed so i would definitely try to reload it, but i woudn't buy 1k worth with the expectation to reload all 1k. if your after super cheap brass i would go for norinco brass.
