Perhaps just send greentips a PM? I know it is only $50.00 to start one up, I can't imagine a reason for him not opening it up again for a legitimate reason, though I believe it was always on a case by case basis.

Communicating with a group via PM or email is a pain, that's why my group of friends set up our own private user group as well.

I already contacted him and he said its been shutdown.

It's not the spare tire that make the heavy hitters part, it comes from that caliber your packing in your pants so you better get on it and tie a crate of ammo to it.
