Not in Ontario. You have to own a restricted before you can get an ATT.

Each province is a bit different.

In Ontario it is;

be a collector or join a club or the name of the club you intend to join (lots have waiting lists), buy a restricted and then get an LTATT thru the club. We arrange the short term ATT to take it home if you are picking it up here.

Either one will work,the differences are in the diameter of the mounting surface for the stock.go milspec, more choices stock wise.

Do you mean buffer tube (receiver extension)... there is only two types of buffers, carbine and rifle.
