If you are referring to 22 long rifle, it won't penetrate Type II soft body armour. 357SIG is the better choice for that one. (It's the standard used for type IIIA soft body armour) Since none of the 'duty' pistol rounds can penetrate type IIIA body armour, it is pointless to take body armour into consideration. (That's what your patrol rifle are meant for)I would think the prevalence of body armor available to civilians in the States might also factor into this, though even 9mm isn't small enough to poke through in the tests I've seen on youtube. Seems like the .22 calibers are needed for that.

If I was shooting a game where accuracy was important (like PPC) I'd probably go with 45 - I need all the help I can get and bigger bullets make holes that might just touch the scoring lines where smaller ones wouldn't. That and for Russian space bears and space bear cavalry. Yeager says 40 is for guys with a small "endowment" - seems reasonable.
