1) I think with a twist of 1/12 and a stout 60gr bullet it would make a very fine "deer in the apple orchard" round. With the standard 1/14 twist I am pretty certain a person who was desperate could manage the same thing with some 50gr loads. Its not like .22mag (or even .22lr) havent worked under those conditions.
2) Moose - same as above but within 50 yards; I'd think you would want a very fast follow up shot or two not only available but delivered.
3) Bear - black, small - yes as well - like 2) above
if you mean: should you use it if you have an option? no.

I knew a guy who would shoot moose with a .410 using slugs. Little single shot.
Take at least the front sight off................
