Really? So the only options are:
Anti-hunting and do not kill animals by any way for any purpose
or
Pro-hunting and kill whenever, whatever and however you want
Is that about it? It is unreasonable to think that hunters will agree on all aspects and in fact there is a wide spectrum of anti as well. I think we are intelligent enough to have a well thought out discussion and are entitled to agree or disagree at the end of the day without having the "you are either with us or against us" mentality.
So what is the purpose of not allowing hunting within 30m of the centerline of a highway? Keeping in mind this is only in the spring time. Maybe the Yukon government doesn't want tourists sitting at the side of a highway taking pictures of a hunter skinning a bear - basically on the highway - and posting those pictures all over the internet. Maybe that kind of publicity will be so bad that it prompts rabid antis to focus attention, time and money onto the Yukon. And where could that lead? I am sure you can use your imagination. I suspect the reason it is only for springtime is because by the fall season most, if not all tourists have left. I don't know, this is just one possibility and something that the locals need to discuss in their meeting. Don't just blindly forge ahead because you could end up shooting yourself in the foot. In fact, I would try to get a pre-meeting meeting together in order to brainstorm and get your ducks in row.
Is it really that hard to go 25 meters off a highway to shoot an animal?
