the point was that you can jump into ftr without having to get custom or expensive stuff to compete.
jumping into f open with something off the shelf probably wont make it as far as a shelf 308 or 223.
not that it makes a difference when youre spending most of your money on ammunition components which are overly inflated in cost.
Yeah they can get expensive but you can also start out with a good factory heavy barrelled rifle and as long as you are hand loading you can be competive. I started with a savage 12FTR and it shot great and and was a cheap way to get in the game

Not according to DCRA or ICFRA rules. Same target both classes. .4 MOA for 300 and 400 and .5 MOA for everything else. TR is not to be confused with F-TR
From the DCRA rule book:
7. F class will use a stick on replacement centre that has a vbull of half the diameter of the TR vbull. The TR vbull as below will be the F class bull with all other rings reduced in value by one.
At 800+ yds, the vbull is 12" for TR, so Fclass will be a 5" vbull as Charles69 stated
