I've read all the documentation I can find on the gcsurplus site and have never found a statement to this effect. Do you have a reference for where this is stated anywhere?

Not that I'm thinking of bidding. :)
 
So 16,170 kg is 35,648 lbs.

Using this site:

It shows current price for "Yellow Brass" (which I assume this is?) at $1.80 per pound, means the brass is worth at scrap about $64,166. They want $59,000 minimum.

That used to be a stipulation in auctions years ago but they seem to be listed different now, check out the description: Non Controlled Scrap Brass. The only stipulation listed is for exporting the items.
