Are they actually manufacturing the firearms there, or just cleaning them up? I didn't see any actual metalworking equipment, and I find it hard to believe that if they were going to make counterfeit pistols, they'd stamp "Norinco" on them!

Both. Some no doubt are just "cleaned up". But for a very long time they have been making many types right from scratch, raw materials. They have even made innovative hybrid designs not seen anywhere else.

That said... I'm sure their quality control is rather far south of Norinco.

I first heard of this from an article in the 1980's, its not a new development. But reporting on it these days should open the eyes of all the nicompoops who panicked about printing guns!

This! The deaf thongless man only had a vice, I fing it hard to belive he made a 9mm by hand :s
 
I watched this years ago, it was on a DVDs titled vice guide to travel, these guys are bringing integrity back to news
