Fortunately no in IPSC. At one time you could as the rule once was just 9mm and 125 power factor. Factory ammo in 380 hits about 100 power factor. The practice of making 380 reloads that make 125 power factor was unsafe. As a result a few years ago the rules were amended to limit 9mm to cartridges of at least 19mm case length. 380 Has a 17.3mm case length and so is not enough for IPSC.
