New TRS-25 owner, obscured indoors but clear outside?

Uber noob here, just received my first TRS-25 (new version, white lettering with the laser emitter at the six o' clock position) and had a question. I turned the sight on in my house, lo and behold, a blob with three protruding lines. Now, I do not believe this has to do with astigmatism, as I have tested other red dots in various environments that were perfectly clear. Disappointed but unwilling to return it straight away I took the unit outside anyways. Suddenly the dot became 10x better, the odd shape and lines all but disappeared, though the dot remained just a tad off from being a perfect circle.

Long story short, do lighting conditions affect how your eyes perceive the reticle, or is my vision in a poorer shape than I had thought?
 
What you need to do is not look at the dot directly. Focus your vision on what you're aiming at. Whether its 5 m away or 100 m away that dot will sharpen right up if your picking it up indirectly.

Sounds counterintuitive I know. Look way down range at your target and you cant help but see the dot projected in front of your eye. It'll sharpen up.

I tried this, and while it does help some- the protruding lines are still visible indoors.

Temperature shouldn't be an issue, about 17 degrees in the house and 8 above outside.

Edit: I played around with the brightness dial a bit, and it looks like the lower (1-3) settings might be the culprit behind these weird lines. As soon as I switched to the 4th setting, the dot was much more crisp and circular, albeit a little too bright for lower light conditions.
 
I notice a difference inside to out. I just assume it's because of where the light is coming from say behind you from a ceiling light as opposed to outside in natural light.
Bottom line is don't worry about a less then perfect dot.... worry about making a perfect shot!
