That looks like a typical smoke grenade.
This is an actual smoke grenade use by the CF. The markings are gone because it was probably stolen from the CF and the serial number would have tell from where or when it was stolen. The color is not blue but green. It does a real mess when it is popped and I suggest to try it somewhere where there is no one around because they may call the police... For sure I would not keep this in my house and if you ever want to try, do not hold it in your hands as it become very hot. It does not explode but still dangerous for those who don't know how to use them.

It was used by the CF but I am not sure if they are still in the inventory. I threw a lot of these back in the '80s. They came in several colours; red, blue, yellow etc. They were used mostly for marking troop locations and signalling. No danger area (burst) but if indoors, it could choke you out of a closed room. Like all pyro it burns and gets very hot.
