I would call the CFO and see how they want it done.
I also work in a store but we only handle non-restricted. They don't come locked in any way but in order to display them our CFO wants them locked (with a cable or trigger lock) in a locked (glass front) showcase (which does coincide with the printed junk we got from the provincial CFO).
We can argue whether the CFO is right/wrong or totally out to lunch, but since it's their final say as to whether or not we are meeting the requirements of our vendors licence I just find it easier to say "yes sir".
There is a difference between ultimately proving that your are "right" and having a suspended licence while the gears grind slowly through the process of proving you are right.
So, short answer - depending on "where" guns are and who has them (wholesaler, mfg, retail location, somebody's home) the rules ARE different.
