Poor Groups with my RIA M22

Is your VariX2 2-7 a rimfire version or a CF scope.
Parallax at 25 yards may be the problem.
All 22's will eventually show a preference to some particular ammo.
While finding 5 or 10 different rimfire ammo today may be a problem to day it is well worth the effort over time.
CCI MiniMags, both solid and HP's would be a good starting point.
 
I decided to take the rifle out of the stock for a closer look. I noticed a couple things.

The front sight was loose enough to rattle around. something i have not noticed before. it got locked down permanently.

The stock comes with a piece that clamps on to the top of the barrel over the rear sight. like a fake gas system kinda look. will that being clamped on the barrel affect it?

It came with a barrel clamp thing to hold the top handguard on, and keep the barrel tight against the stock. I believe it may be in too much contact and may be too tight. I removed them both.

When sliding the action into the stock, the barrel is to the left a bit and gets push to the right, into place, when the screw gets tight. A bit of a fit issue i believe. To correct this I put a small piece of metal against the receiver between the stock, and now the barrel goes straight into the stock and seems to be free from the stock at the end.

Wow - a litany of things contributing to inaccuracy. "regulate" the barrel or free-float it. (looks like you may have done that). You could also bed the first couple of inches of the barrel and free-float the rest, getting rid of the barrel band. Not knowing your shooting skills, it READS like most of the problem is the set-up of the firearm.. Another has suggested you check that the barrel-clamping block is properly and evenly tightened.
 
My RIA in stock configuration shoots very well, and has been very reliable surprisingly. I have a tuned 10/22 with GM barrel and it shoots close to it....not a bad gun in stock OEM mode.
