Excuse my noobness, but why would this be restricted? Bolt action, manual load on an AR platform...

You could always check out something like a Remington 700 inside a MDT Tac21... Won't be exactly the same but pretty close to what POF is selling there

Yeah, no advantage over a lift bolt action except it uses the same basic platform as a semi-auto.
