Stating that the PAL is the license that the explosives act requires to transfer ammunition is far from the firearms act regulating ammo. But go ahead prove me wrong post up where in the firearms act the regualtions for max NEQ an individual can have, the regulations on transposing ammo, who can have unlimited access to ammo and the hundreds of other things that are regulated in relation to ammo.
