I mailed mine from Ontario on June 17th.

I haven't seen anything online or on my Visa. Just checked today and still nothing...

June 17 - noted online as received
July 7 - credit card charged
As of Jul 16...
Current status online: Completed initial processing, currently in progress.

2015-07-03 - no sign of application online. called in and told to wait until i see the charge on my CC. told reference going away doesn't matter as they only need to talk to one reference. told it will be a good 3 months before the license is issued.

2015-07-16 - day 28 of waiting period. called in and was told that i'm not at the stage where they're looking to talk to references yet. it's still in the "early stages". wait 2 or 3 weeks and then call back to check on it again. said they won't tell me when they're ready to talk to references.. they'll just call one. if i call back in 2 or 3 weeks and they are ready then they'll let me know to have one reference call in.

28 day waiting period is mandatory: they don't even look at it then. I would say call first week of August.
 
Timeline, BC for non-restricted PAL

May 14 - mailed application
June 9th - CC charged
June 10th - showed up online as received on May 21st.
June 10th- Called asking for status and the fact I also forgot to fill in my eye colour. Remember photo copy your application you may miss something. - told to call back in 2 weeks.
June 25th - 2 weeks and 1 day later told to call back in 1-2 weeks.
July 6th - 1 week and 4 days later, called and asked for status they said my photo is being uploaded this week, told to call in one week or check online.
July 9th - Check online late at night... ISSUED!!!!!!
July 17th - Received :)

57 days from date received (may 21st)... it was a long wait, even longer if you realize you forgot to answer something on your application. Definitely double check your application and photo copy it.

call every other day. A friend of mine told me they received his app June 3... and got approved July 18th... He also told me that when he called on a Monday they said to call back in two weeks.. he called two days later... and reference stage... two days after that... approved and sent out....

I was checking all day online, and I though yes they are uploading new applications, kept checking every hour for a while, the site wasn't back up. I then googled "RCMP website down" and this popped up

Now I think it might take longer for my application to go through. Great.
The RCMP said they didn't take down the site because of Anonymous, but for maintenance. Maybe they don't want us panicking that our information might be compromised.
 
This is my timeline for Southern Ontario (Restricted and non), which hasn't gone far haha

Completed PAL and RPAL course on May 30/31.
Received stamped report cards on June 22.
Sent off my application on June 24. (Registered mail)
Received and signed by someone at Miramichi on June 30.
Application was not online by July 13, so I called in and the lady said to call back in 10-14 days and it should be up and at a point where I can have one of my references to call in.
I keep checking now and then to see whether my application is up and as of July 18, it wasn't.
July 20th the website is down and I don't want to call in just yet because it hasn't been enough days to get on the system. But I plan on calling at the end of this week, Thursday.

20-22 days or so seems to be the norm these days. My application will hit 28 days this Friday - I'll probably call to do a quick checkup to make sure that I didn't forget to put anything in sometime next week.

Well, I'm glad I am not the only one then.
I sent mine in on June 17th and it hasn't shown up online and my CC hasn't been charged.

I called RCMP today and the lady said it doesn't yet show up in their system and to call back in 2 weeks. She couldn't confirm if they had even received it. For all I know, it got lost in the mail...
I didn't sent it requiring a signature as I had a way to send it express without paying for it (through corporate mailing).
