The fact is, that, technically, you can easily fit a 7.62x54mmR cartridge in the "regular" chamber of a .30-378 Weatherby Magnum. Just sayin'.So when did 7.62X63mm ( 3006 ) become 7.62x 54R?? ( Almost a 11mm difference in length ) Also how does a rim cartage fit in a chamber of a regular cartage.

The bullet wouldn't make any difference in a factory load. It's not that big.And to top it off 7.62x54r doesn't use a 30 cal bullet (.308) but a .311 bullet.
