Norinco ammo is loaded pretty stout so I doubt that it's ammo related. I suspect a gas problem. Inspect the gas tube and key to make sure everything looks right.

Look at a spent case from that gun.
Does the transition from the neck to the shoulder look 'funny'?

I've tried 3 different magazines and the only thing I've shot out of this rifle is Norinco ammo.
Your extraction issue has been common to a lot of DA rifles lately (see the canam thread). Adding the little donut doohickey under the extractor will cure this - will bet you two dollars
Worked for me.
Check the inside of your gas tube. It could be partially clogged up and in combination with lacquered ammo that tends to stick in the chamber, the bolt may not be getting enough pressure to reliably eject. The least, I would purge the gas tube with gun cleaner and then compressed air.
