NEA will have records of all their export sales. Easy enough for Sumppi to contact them with the serial number of his rifle.
 
Given Finnish proofs, the rifle got there.
Never can tell with boardnames, but "Sumppi" is a Finnish word.
It would be helpful to see photos of the rifle, including serial. That would confirm whether the rifle is an NEA or not. Given the ease with which AR parts can be mixed and matched, who knows who made the bolts?

Well that bolt got there at least (or came from there I guess).
Forgive me if the answer to my question is obvious - I do not have extensive knowledge of how the proofing system works. So any bolt, regardless of manufacturer, coming into Finland would be proofed and stamped as pictured?
 
Imported - or domestically manufactured firearms - are formally proof tested in Europe. Parts? I don't know. Detached barrels are regulated more closely in Europe than here.
 
I just spoke with NEA again due to some questions/info etc regarding these bolts that have popped up on here the last day. They have informed me that the bolts are theirs and went to a customer in Finland.

Which parts of the AR556 are not to spec? Also which of those is available for around $1K CAD?

The bolt material is not mil spec, the bore is not chrome lined, the barrel is 4140steel(not milspec steel), the gas block is some wackado Ruger design with a sling socket on the bottom(WTF?) making it difficult to attach some other aftermarket accessories; And it has no sling socket at the rear! The Barrel nut is Ruger proprietary although it can be changed to a standard nut. Troy/Vtac Delta rail does not fit. Bolt Carrier is notched/semi auto, the buffer is a standard carbine buffer(3 oz). The castle nut ins't staked. Carbine gas is a poor choice as well.

For slightly more money, you can have a full milspec gun like the BCM linked below or a Stag.
