As bobjoe said, you need to bell the case mouths.
When you run the expander is it just expanding the cases uniformly or is it set deep enough for the flare to hit the case mouth as well? I don't know what dies you're using but all the neck expanding dies I've seen can also flare if set properly.

No, the dies are designed to seat and crimp in one stroke of the lever.
1) Leave the seating die at least 1/8 inch from the shell holder, when the handle is full down.
2) By careful adjustment of only the centre part of the die that pushes the bullet in, seat a bullet to the crimping groove, that is, where you want it to eventually be.
3) Turn the centre shaft up, completely out of the way.
4) Now, very carefully turn the die down, closer to the shell holder, until it gives the proper crimp when the handle is pushed full down. Lock the die with the locking ring.
5) With the bullet in place in the die with the handle full down, slowly turn in the centre shaft of the die, until it touches the seated bullet. Lock the centre shaft in that position.
Now, every time you turn the die body into the press until it reaches your locked position, you will be able to seat and crimp that same bullet design into a case with one stroke of the lever.
