Importing components for reloading from the US?

Typically they are ambiguous about many things. I'd like a detachable box magazine to replace a blind magazine so trigger guard and actual magazine and the only reference remotely close is in Category I part (h) but at the end of the category is the notation:

Note: This coverage by the U.S. Munitions List in paragraphs (a) through (i) of this category excludes any non-combat shotgun with a barrel length of 18 inches or longer, BB, pellet, and muzzle loading (black powder) firearms. This category does not cover riflescopes and sighting devices that are not manufactured to military specifications. It also excludes accessories and attachments (e.g., belts, slings, after market rubber grips, cleaning kits) for firearms that do not enhance the usefulness, effectiveness, or capabilities of the firearm, components and parts. The Department of Commerce regulates the export of such items. See the Export Administration Regulations (15 CFR parts 730-799). In addition, license exemptions for the items in this category are available in various parts of this subchapter (e.g., §§123.17, 123.18 and 125.4).

The bold text appears to exempt riflescopes that are not manufactured to military specifications, and of course the part that interests me because of the magazine conversion is highly ambiguous: Whether it "enhances the usefulness, effectiveness, or capabilities of the firearm" depends on who you ask. A detachable magazine for a bolt action rifle in some cases is a detraction of usefulness... especially a ten round lump hanging down to catch on things, or chafe while hunting. I'm inclined to think that such are exempted for it could be argued that a rifle sling enhances usefulness despite it being specifically exempted. The rifle is useful with or without the sling and a blind box magazine does not limit it either: Enfields, Mausers etc. are quickly recharged with stripper clips... how to get in the mind of who authored the regs...

Here's a US supplier that will ship to Canada, but with the $US exchange rate and shipping costs, it's just better to buy local if you can. They do have a good reference page for the process of exporting the bullets/brass out of the US h ttp://www.reloadinginternational.com/faq.php
 
I have heard that ALL BRASS SHOTGUN hulls are exempt.
Does anyone know FOR SURE whether this is correct?

Thanks Henry for the heads up I was not aware of that. I have not bought any state side since probally last March but normally buy my SAM1's down there and the Downrange usually 5000 28ga and 5000 410
Got lucky and called the Sam1 manufacturer this summer complaining that the only place in canada I could get the odd Sam1 was wsports and they never had any in stock
They hooked me up with a gun shop in saskatoon that keeps a good stock on hand so this year I will be buying the sam1's from them
No sources however that I know of for the down range in canada. It is no big deal I will just ship them to a US site and have Prophet River take care of the rest for me
Clay is great to deal with as we all know and so what if it puts the price of the wads up a bit . I like using the downrange vs the claybusters especially in the 410

...I hate posting this without having a valid proof, or some kinda support beyond my unreliable meory. Hoping fellow CGN'ers will refute or support, but with actual data. It's my understanding a Canadian representative at UN declined opportunity to not fall under American export laws.

Hey Tootall

As far as I know now, all cartridge components are now regulated. Regardless if they are for shotgun, pistol or rifle. They rolled everything into one classification for importing.

Thanks Henry. I could not care less if I could buy the dam stuff in Canada but when we cannot there should be some sort of an exception especially for brass, wads etc
The US doesn't care since we are too small of a player in their total sales and they don't need our reloading business

When you choose a category on the Brownells website toolbar it lists what it can ship Internationally. They also have a chat feature so you can ask questions. Question though. Exchange rate is around 30%....ouch why would one?
