what kind of rig is this?

Rifle is an M4 carbine, with an M203 40mm grenade launcher.

Optic is a nightvision optic similar to the Canadian issue Kite Sight.

Not sure of the model though.

Same as every military, every job, really - if you're lucky you'll get the tools you need to do the job (as above for fighting at night), if not, you'll do the job with the tools you have (fire another para flare).
 
Are you guys allowed to kit out your rifles the way you want or is there a "regulation" configuration you have to follow?

The problem with giving people carte blanche to people is the idiots who would trust their lives to awesome knock off ebay optics and the impending supply issue with all the random batteries and replacements for said awesome optics.
As a guy who loves running ranges I would love to have to to know how to zero every POS optic in the world as most of the users will have no idea what their Cyrillic markings mean, and they would never have the weird Whitworth spec, spline drive keys required to make adjustments.

I was the only one that ran an aftermarket holster or not a cheap boardwalk holster, or aftermarket pouches to carry more mags then my issued vest allowed, only one with non issued boots Or only one with a modified weapon. Issue wasn't good enough for me.
