On what grounds is the AKDAL restricted? It does not seem to fit the usual criteria of whether an AR upper will fit on the lower.
 
You have to understand that if the importer was selling restricted guns as restricted
They would loose their license in s heartbeat .
the br99 does have a frt as non res. The rcmp and most of the government are on mass shutdown
I'm sure the green light was given by the lab before they were shipped
in the case of the br99 the importer has been waiting weeks to ship them .

As soon as a gun hit the lab it is assigned an frt number. Having an frt number is on thing, having a published frt is another. I doubt guns are shipping or being imported without a published frt number the customs people can see.

Trigger Wholesale announced the BR99 was determined to be non restricted on December 4 on their Facebook page. That is well before any Christmas break by the lab.

I would be worried about receiving a gun that doesn't have an frt entry visible to members of the law enforcement community or verifiers.
