Barrel minimum length for restricted?

105mm and less = prohibited, 106 and up legal.
Doesn't the law state less than 105mm is prohibited? So that would mean anything more than 105mm, such as 105.1mm would be restricted. It's not a theoretical question either--there have been a number of previously-prohibited revolvers with "four inch barrels" that were able to be re-registered as restricted as they were a smidge more than 105mm.
 
Section 84(1) of the Criminal Code of Canada defines a Prohibited Firearm (in part) as:

“prohibited firearm” means

(a) a handgun that

(i) has a barrel equal to or less than 105 mm in length,

This is on page 115 of the Criminal Code.
