I have an xcr-l micro pistol. I was thinking of changing it to nonrestricted. I'm guessing I would have to get a new upper and then have a verifier confirm it's new status? I don't know if it's registered as a pistol though if that is still possible?

The lower reciever is registered as restricted. If you put a non-restricted length upper on it it would meet the criteria to be non-restricted however it's still registered as restricted. Using it without getting the class officially changed would be taking a risk of the gun showing up as restricted and the LEO behaving as if catching you with a pistol or AR on crown land.

this guy is right

It would probably be cheaper and less time consuming to just sell the restricted and buy a non restricted.

X2. Don't even bother doing otherwise, way too much hassle. I tried officially changing caliber on a 5.56 AR, they wanted to start a new FRT entry and get my rifle verified. Probably would have taken 3 years.
Tried to register my IUR from a SA20 to a 15.7" barrel - same thing, they wanted to start a new FRT table entry for a SA20 with a 15.7" barrel.
They were asking me on the phone if I had a gunsmith convert the AR from 5.56 to 7.62. I had to try and explain that the upper gets changed with 2 push pins and I convert the caliber in 20 seconds. They had absolutely no clue about firearms.

Totally bonkers, I abandoned both enterprises.

why were you doing this?
carry and store your ARs with uppers unattached, problem solved.

Yeah I thought for some reason that they would understand firearms and I could do it properly. Crazy huh?
In any case, sold my Colt stuff and the 5.56 lower just sits there without an upper (7.62 gone).

If it's initially registered as a pistol, and therefore restricted, at import, it cannot be changed to a non-restricted, no matter what you do to it.
