As others have pointed out it is for locking a canvas kit bag up through the eyelets on its open end. There is nothing missing and it is all complete as depicted in the pic.

^Agree. The DND issued ones I've seen are round bar stock made, I would think it's a 1940's-70's mail sack secure closure item. (The white paint is also an indicator for me.)

well it was pre 1944 and the great uncle was killed june 6 44 D day. one of the 336 Canadians to die the first day. so im inclined to believe it was for his kitbag, and I have seen them before just like this but never knew what they were. it went with him to the great adventure and was returned in effects
