AR-15. There is a reason it's the most popular black rifle (the ergonomics are nearly perfect).
 
The stainless mini 14 ranch that I used to own only lasted a month or two in my collection then it was sold and I have never missed it at all. The only thing good I can say about it was that it was reliable IF you used quality Ruger mags.
I now own three AR lowers and five uppers and I'm always tempted to buy every one I see if I feel it's a good deal.
The only thing the Mini 14 has going for it is that it's non restricted but I would personally rather spend more money to buy a rifle that I would be happy with. The mini 14 I had would only shoot about 4 moa and that was on a good day and the one fluke group of the day, I would say it was more consistently shooting around 5-6 moa.

If you want a decent non restricted then watch the EE for a used Armalite AR180B-2 and if you can get it for less than $1500 buy it. I love mine and even though I have a non restricted ACR as well I still enjoy shooting my 180.
 
The Keltec su-16 is a good contender in that price range if you can find one. Light, foldable, flat top rail, and takes ar mags so lar-15/Beowulf mags work. Also non restricted.
 
It really comes down to restricted vs. non restricted . With the restricted....it will be range use only , plus the cost of club / range fees every year . With the Mini 14 being non restricted , you can shoot wherever you wish.....
 
Just to clarify.....Intended use would be at the range for plinking and casual target shooting out to 100 yards max.

I'm not interested in tinkering or adding mods so I want something that is well set up and works well stock out of the box ...also that is simple to take down for cleaning. I might add an optic of some sort but that would be about it.

AR for sure then. There are a lot of pretty good models in your price range and you should have no problem getting one that fits your needs. ARs are super easy to take down for cleaning and dead simple to add optics to as well. Plus there are a ton of options available too if you want yo change the stock, pistol grip or handguards--it's dead simple.
 
Based on your intended use I would also vote AR. Some fair deals on lightly used AR's show up on the EE….at times.
 
I digress from the rest of the AR voters it appears. At this point in time and with the political climate not favouring gun owners in Canada I would buy a non restricted Mini 14 first.

Then after buying a Mini 14 get a AR second when funds allow. But do get a AR for sure. Or at least a lower and register it.

Buy the Mini 14 first to cover your bases for when legislation changes for the worst. Then buy a AR to spite the Libtards because legislation will get worse. The more AR's we have in circulation the harder it will be for the Libs to bend us over.

Moot point as he already owns restricted firearms (he's a regular in the Pistols and Revolvers sub-forum).
 
Ebola, do you really think if it comes down to major restrictive changes to the gun laws, that the min 14 will be safe? Buy what you want, there is no predicting what will happen in the future.
 
If your training, plinking and into customizing get the AR. If you hunt then the Mini will also work well and this is from an owner of both. IMPO I feel the AR is a fantastic rifle and a must have.

+1. If it is range use only and OP wants the better rifle then the AR is the only choice. The Mini-14 simply doesn't compare to an AR.

I can't imagine any changes coming down the pike that don't capture the Mini-14 this time around. I think that the non-restricted semi-autos are more likely at risk than AR's at this point.
