So what are you suggesting? No hunting at all because there might be cheaters? The areas I hunted in Africa, it was very clear to me that hunting was the only source of livelihood for the community. There is no "eco tourism" or the like in those areas nor will there be as it is too remote. The problem is most people simply don't understand African and make assumptions that it is like Canada, just poorer or something. The truth is, in some areas, if there was no hunting the poverty would be absolute. Before you get all high and mighty in your opinion, it is critical you understand the problem. Without the funds coming from hunting, most of the species in the area would be extinct. The activity of hunting actually ensures the populations continue. The local population have no time for lions, or other creatures if it interferes with their lives. They would gladly wipe out the lion and elephants as they make life difficult for the villages. There is no "goat" insurance if a lion kills the goat...just a lack of meat and milk. Elephants come in a destroy crops and trees. If the locals had their way, they would kill them all off for the sake of a goat and the corn crop.
