Barrel MUST be minimum 18.5" for centerfire but , 26" overall without barrel restrictions for rimfire
There are some on this forum that think 26" (or 660mm) OAL for rimfire includes any barrel muzzle devices such as flash-hiders, etc. To be safe I would suggest that you should NOT include any removable muzzle device (fake cans compensators, etc) in your OAL. My flash hiders and compensators are attached and secured with blue locktite, so while difficult to remove, they aren't impossible to remove.

You may take this statement with a grain of salt but a reputable dealer once told me: "You can stick a piece of chewed bubble gum to the stock and it contributes to overall length, but barrel devices must be permanently attached."
Thats what he said above, and I believe it to be correct from what I've seen, you can get aftermarket barrels much shorter then 18" for rimfires, have a look in the "show off your rimfire picture thread" in the rimfire section for example.
Thanks for helping make my point. Our regulations are stupid and somewhat vague, but there is a particularly thick extra layer of stupidity when it comes to barrels and barrel length. So, in my mind, it's just better to not try to reason with the someone who takes an extreme view of the regulations. Just not worth it.
Adding length by using a rubber buttpad would imo be a grey area aswell.

There is no legal determination stating what does or does not count towards overall length, therefore the legal interpretation is that anything that increases the overall length would be counted, chewed bubblegum and flash-hiders alike. Only the continuous length of barrel material counts for barrel length, and is measured from the bolt-face to muzzle, or breech face to muzzle in the case of a revolver type firearm.
Taken from the criminal code:
a firearm that is designed or adapted to be fired when reduced to a length of less than 660 mm by folding, telescoping or otherwise, or
but does not include the length of any component, part or accessory including any component, part or accessory designed or intended to suppress the muzzle flash or reduce recoil.

Mines 670mm total at the shortest point, so just a little bit above the legal length.
You are misquoting the law....
The lower line you quoted " but does not include the length of any component, part or accessory including any component, part or accessory designed or intended to suppress the muzzle flash or reduce recoil." is for the barrel length not over all length.
