I imagine that's what you meant.
There are some on this forum that think 26" (or 660mm) OAL for rimfire includes any barrel muzzle devices such as flash-hiders, etc. To be safe I would suggest that you should NOT include any removable muzzle device (fake cans compensators, etc) in your OAL. My flash hiders and compensators are attached and secured with blue locktite, so while difficult to remove, they aren't impossible to remove.

You may take this statement with a grain of salt but a reputable dealer once told me: "You can stick a piece of chewed bubble gum to the stock and it contributes to overall length, but barrel devices must be permanently attached."
Adding length by using a rubber buttpad would imo be a grey area aswell.
iirc it has to do with things being affixed on the rifle, just like the wielded flash hider.
if its not wielded on, it doesn't count to length.

but does not include the length of any component, part or accessory including any component, part or accessory designed or intended to suppress the muzzle flash or reduce recoil.
