The bold section is from the definition of barrel length.
The underlined section is from the definition of restricted firearm. The restricted firearm definition does not identify that some parts are not included as the barrel definition does. The two definitions do not over lap.
As it is currently worded, a non-restricted, semi-auto rimfire rifle, must minimum 660mm OAL with a barrel not less than 105mm in length. You can not use the "permanently attached flash hider" for barrel length minimum, but it does count toward rifle OAL.
