Apc series looks awesome but a little heavy for a 5.56. No doubt it is well built tho. The rifle in that video certainly looks like a quality machine.

Yes it can't be a buttstock otherwise it would be an SBR (Short Barreled Rifle) and subject to Federal NFA rules and subject to a $200 tax stamp as well as other restrictions.
