well, M 21's would be converted autos and I don't think the government ever sold any off. Might be a few M 40's but again, i think the actions just get re barreled when needed and have never been sold off either.
Is Carlos Hathcock the sniper who shot a North Vietnamese sniper in the eye, thru the scope glass of that snipers Mosin-Nagant?
I believe he used a Winchester 70, if I am recalling this story correctly.

Correct, and although he recovered the other fellas rifle, it was stolen from the armory shortly after. He did use a model 70, and considered anything under 2MOA up to the task. His model 70 wasn't retired until it wouldn't hold that requirement.
There is some lucky guy on the boards here who built an exact copy of an M40A1 correct in every way possible, from barrel crown to Unertl scope. Its a gorgeous rifle. As far as them being milsurps, I doubt any would have made it up to Canada, maybe some M21s but again they would be converted autos. I know the M40s were simply updated from M40-M40A1-A2-A3...etc
I know of a few M40s floating around that USMC armours made as personal rifles... That's as close to legit as your going to get. Only thing I can think of is a surplus Springfield or Garand that made its way into publics hands.
