So I picked one up, starting my build and might jam a custom barrel on it and a few other things. It came with 2x metal single stack 10rnd mags. I also bought a few double stack Pmags because I like the compactness of a double stack mag. The 10rnd pmag's are pined to 5, but I am using in a bolt gun, so whats the law on that? Can the pin be pulled? Thinking no for some crazy reason but figured I would ask.

Congrats on your choice. Are the mags specific Ruger marked RPR mags? Not dancing here, but the laws have established that the firearm for which the magazine was designed sets the capacity limit. Finding RPR magazines will let you shoot more than 5 shots in a string; using semi-auto magazines will limit you to 5-shots.

To my knowledge, pistol magazines are 10-shots, semi-automatic rifle magazines are 5-shots, and bolt action magazines are not limited. But, magazines marked for pistols which may conveniently fit and function in rifles are legal for use in the rifle. Likewise, the recent Australian-made bolt action .303 rifles use M14 or M305 magazines. The Australian magazines also happen to function in M14s. These (and other examples) are clearly marked on body of the magazine with the original firearm name and action. The RCMP don't like it, but that is the strict reading of the law.

Do not remove the pin. The law say that the "firearm the magazine was designed for" determines its capacity.
Pmags are designed for semi auto rifles therefore need to stay pinned at 5.
