I have to cycle every round manually
torn it down and cleaned it still doesn't work
is this a gas tube problem? it does seem kind of loose

Is the gas piston free to move in the cylinder?
Is the tappet piston free to move?
Was the rifle working properly, and then stopped?
Does the bolt carrier move at all?

the spring is there
im going to try a brass washer
I saw a bit of smoke coming out where the gas tube connects to the rear sight

what does a new gas tube cost for a Chinese sks
not much I hope I bought the thing brand new for $75

Check your gas port, try break cleaner ( non clorinated in it ), check your whole gas system and re clean it. Make sure the spring in there is sill ok.

Do you oil the gas system? IF so maybe your gunking it up.

Could it be that the gas port would be blocked, clogged?

Yep either the little exhaust port or the small port coming from the bore! Pipe cleaners work well!

piston in backwards? port shouldn't be blocked. there would be enough preasure to blow anything out

Lots of things to check over. Because it has been sitting for a year and maybe, just maybe, you didn't clean it really well when you put it away?
