You will always be able to get some form of "budget" .22 semi auto.

The supply of Tok's and cheap surplus ammo is bound to run dry sooner or later. When that happens, do you want to be the guy moaning on the forums about not getting one while they were cheap, or the guy gloating about the one you have and the 4 crates of surplus ammo you still have left to work your way through?
 
Another option to consider might be a 9mm 1911. Norinco ones are like $350 if you can find them, and Wolverine sells the SAM 9mm 1911s for under $600.

This way you get a centerfire 1911 without buying 45acp, and you can avoid the milsurps for now.

I've already bought a norinco 1911 in 9mm. I'm really looking forward something I can drag a crate of ammo to the range and let others shoot to encourage them to get their licenses. I've noticed more than a few ladies find the snap of a 9mm a bit much at first. To me anyway the Tok is softer but louder

You will find the tokarev will have much more snap than a 9mm (one of the reasons I love it so much) and you may be better off with perhaps a .38 wheel gun? Ruger gp 100 in .357/.38 special is an absolute joy with its versatility and a great starter handgun for everyone, reduced loads and safety and the like. Sorry to derail, I would go with .22 Ruger MK II or III AND a tokarev personally. Then save for a wheel gun!
 
22lr is my vote. If you want to practice stance, draw and shooting any cheaper, I suggest you get into action air pistols. I find I do alot of shooting with my 1911 action air pistol that has the same recoil of a .22lr. It also is the same size and weight as the real steel. The difference is about $1 for a little over 100 shots. Just a thought outside the box.
