Rifle shoots low and out of adjustment

I have a remington 700p 308 with leupold rings and base with a Burris 6X24X50 scope mounted on it. This is the first scope i have mounted on my own and feel like i may have done something wrong. I made sure that everything was level and torqued. The rifle is shooting very low at 100 yards and i am out of room on the elevation tower.

Is this something i can fix or should i be taking it off the the local smith?
 
Did you check to see if the rail/rings are straight? Some receivers are warped and that can twist the rail into undesired directions.

Simpliest solution is a set of Burris signature turn in rings. With the inserts you eliminate 2 problems... any alignment issues that might twist the scope body the wrong way.

Shim the scope so you can set up the zero closer to the optical center or where ever you feel is best for you needs.

You can also just take things slowly apart and see if the scope tube "springs".

Swapping the rings front to back, back to front might help as well. Investing in a bore sighter might be of some benefit too. At least you'll know if you made any progress in finding the problem before you get to the range.

I have the STD leupold 2-pc base on the rifle, so i can't rotate back to front should i turn the rings around?
 
The very first scope I mounted, I tried to adjust the reticle "down" to match the POI (that's just the way it works in my left-handed brain), instead of turning the elevation dial towards "UP", to bring the point of impact up to the center of the reticle as I should have.
 
Cheaper high magnification scopes have very little adjustment. You don't mention the model but a F1/F2 is only 30moa total adjustment, so 15moa up/down from center....not much room for anything out of alignment.

With windage adjustable bases its quite possible to get the windage so far out of whack that it limits the elevation travel. Picture a pipe inside a pipe. If the inside pipe (erecter tube) is in the center elevation adjustment is maximized. Cram it all the way to one side or the other and the elevation travel is very limited before it bottoms out.
 
Got a bore sight today and the windage was really far out, so i adjusted the screws and got it close to centre and aloof a sudden i had soo much more elevation. It still is on the low side but latest i can get it zeroed with about 1/3 left to adjust. will take it to the range this week and see if i can finally punch some holes in paper
