alright,
so the die was a little dirty in there, an the lube on the shoulder was evident when the case would be pulled out.
cleaned it up but somehow something not right, I'm getting little tiny crease lines? or what appears lines around the Contour of the Shoulder/Case body...... doesn't sound right does it?
using Lee lube, Redding FLS die, if I wind the Die up it appears to "partial neck size" not down to the shoulder base.... when I wind it Down, its tight and without lube very difficult, with lube I get Dint case.
so I lubed the body and just the inside case mouth.?
got maybe 2 or 3 ok ones an binned 7 now, so I'm over it?
can you understand the Crease situation? or is it just brass doin its thang?

I get that often when I resize .300 wsm brass. Its a hydraulic dent from the lube, ive always just tried to make sure the little pin hole for venting, is clean and i press the brass into the die, much slower than i normally do with other brass. That seems to work for me!
I've noticed the same when sizing 338 win from 300 win. Because you are going down a size you are forcing more brad into a smaller area and it has nowhere to go and that's why it gets all crimpy. Think of a downspout needing to be crimped at one end before being able to slide into a pipe the same size. One thing i do know is the little dents go away after the first firing.
I just completed necking down a tonne of .308 to .243. Lots of mixed head stamps.
I was using RCBS dies, and Lee Lube. No issues. I've seen those "creases" around the neck that you describe and that's only ever happened when I used too much RCBS lube. With Lee, I do find that a little goes a long way on the outside of the neck. See about varying your amounts.
EDIT: I should ask for photos, to make sure we're talking about the same thing. Sometimes, when you neck down brass, you can see where the shoulders and the neck of the .308 were. That little blemish seems to always fire form away for me.
Oh, I don't have experience with 7mm-08, but on certain brass manufacturers, I've had to neck turn my .243 (Federal) because the brass gets too thick and exceeds SAAMI specs. Could have issues chambering or high chamber pressure because the neck is contained in the chamber too tight.

Whenever I see lines like that on brass, the one closest to the base, I toss them..could separate on you. Ive never seen them that high but have had case head seperation before and those lines are the warning sign.

I've used this technique. Works well and way cheaper than wasting bullets. Corn meal also works well and gives off a funky smell as a bonus.
Lube dents means too much lube. Here is the easy way to avoid over lubing and also how to lube a bunch of cases in about 30 seconds. It also puts a tiny dab of lube on the case mouth, to keep the button lubed.
If you are sizing a few cases, the case lube technique does not matter very much. If you have a bucket or two of brass to size, there is a fast efficient way to lube the cases. I lube 100 or so cases (rifle) at a time. Takes about 30 seconds.
I use Lee case lube. It is a water soluble cream that is easy to clean off.
Dump brass in a plastic pail that has a lid.
Then take a 1" worm of lube and smear it around the top inside wall of the pail.
Put lid on and swirl and shake for 15 seconds. This will lube all the cases and deposit a tiny dab on the case mouth, to lube the expander button.
