re-register AR15 lower after assembly?

I tried to reregister a lower that had been transferred to me as a lower only, the woman wanted me to confirm it was limited to 5 rounds, I told her the upper was .22 calibre and took 250 round belts. It was a few years ago now maybe she has quit panicking by now, she transferred me to the lab and after a short conversation he promised to get back to me. I store and transport it separately in the same case while I wait, must be the same guy who is trying to find a reason not to let the rpd's in lol.
 
I just got off the phone with the CFO, and the lady I spoke to was very helpful. Even if it doesn't display on the reg cert, the system is capable of associating multiple attributes (ie calibers) with one firearm. Just let them know as you add uppers.

Be careful with your registration information because if that brand of lower manufacturer does not have the particular barrel length, caliber or round count they will not supply a certificate until it clears the lab to be added to the FRT. this can take a considerable amount of time. Maybe years.

In my mind, I wasn't planning on making any 'changes' to the receiver...only adding parts. At the end of the day, the receiver is exactly the same as when I bought it. It was 'capable' of discharging ammo when I bought it. I am neither adding material to it, nor removing from it. I thought it was referring some something like a deactivated receiver/firearm.

Detail for us exactly how your lower receiver was capable of discharging ammo when you bought it?

^^^i found this out the hard way when I built a dedicated .22 from an Omni lower...took the lab 5 months to issue the certificate...I got lucky.
 
It is capable if I pair it up with a LPK and upper. It's the *if* that gets me as a non-lawyer.

I doubt many would be selling lowers if they weren't capable of discharging ammo at some point.
 
I have an upper that is capable of barrel substitution and multi-cal. What do I tell them then?
Register it with the dedicated barrel length and caliber and do the barrel swap appropriately at the range prior to transport?

I already explained my confusion there.

Sitting at my desk, I am capable of operating a motor vehicle. The fact that I am not sitting in a motor vehicle doesn't make me any less 'capable'. Maybe a lousy analogy, but that's how I was reading it. I now understand the intent, so I think we're all good.

like I said they are not very smart and sometimes don't know the law as well as us

she is wrong

if your lower is capabable of discharging ammunition when attached to an upper its considered a working gun and needs to reged as such,

next time call back and get a different CFO to talk to

Installing the lower Parts Kit or any other additions to the receiver sans the upper doesn't qualify as capable of discharging ammo. You need a barrel and other component in the upper to accomplish that.

interpret it however you like but if you transported that working lower and for whatever reason had to prove documentation for it you would have some serious ssssssppppplannin to do

So you think that adding a bunch of parts and an upper is not modifying? I dont think you know what that word means lol
