Yes, Brownell will ship Canada legal mags to Canada. BUT the best/cheap shipping is via USPS / Canada post so be prepare for it to sit in HELL while CP is on strike.
Can a Canadian resident, order 10 round magazines from Brownell's etc. legally? Will these vendors ship to Canada?

There's an exception for Canadians and we can now import up to $500. If the order is above $100 Brownells will send you a form, which you have to fill out, sign and send back; after that they'll be able to ship it. Took all of 10 minutes to do for me.

My understanding is not all 10rnd mags are available outside of usa. Glock mags for example is not available.
