If you need little bits a nice way to deal with lead is to have someone with a press "smush" it. Then just off the side of metal bench with a hammer you can break it into smaller chunks for melting.
 
Stick it in an old kitchen pot you can ditch and use a map gas torch to melt it and then pour it into an old muffin tin to make tiny ingots
 
Those Metalex ingots are pretty big. I tried various suggestions including chisel and axes. The only thing that worked tolerably well for me was my Sawzal with a very coarse blade. I watched the guy at Purity Casting Alloys cut them like butter on a big band saw. That was a little out of my budget though.

I wouldn't be cutting it with anything that's gonna fling chunks or dust, you'll lose a bunch, and create yourself a toxic mess of lead dust. I could cut'm on my bandsaw for you.

Kids now a days....we used to suck the exhaust fumes of cars burning leaded fuel. Cutting will not create any toxic mess of lead dust.
 
If you can find a metal fabricating shop that has a shear, you will be in business. You won't lose any of the swarf and as long as the ingots fit into the shear, it will cut them smaller. I did exactly that when I worked in a metal fab shop years ago. Cut the pieces into about 2" long chunks.

You might get some funny responses on the phone, but you might also luck out. Just make sure you explain to the person on the other end how big your ingots are, so that he knows if they'll fit into his shear.

Some places might also call them Ironworkers, but you just need to explain what you want done.

As for cost, it might be anywhere from mild to wild, or free, depends on the mood of the guy on the other end.
 
The chisel rocks. Just watch the hands tho. And don;t worry about "lead dust" when using a saw. That's a myth. Lead dust is found when scrapping old paint containing lead from the walls.
