Bend it like Beckham? (Anschutz irion sight shoots 3+" high at 25 yards)

Sooo.

Short version:
I have a model 1361 single shot Anschutz .22lr (actually will take just about any size .22 but that is probably common with single shot bolt actions). I recently acquired an original rear sight for it, as I had lost it through unfortunate foolishness of replacing it with another sight.

It's still shooting about 3 inches high at 25 yards... SO I am thinking my options are

1: deepen the notch on the sight. A risky process but should work?
2: Bend the upright portion of the rear sight flatter till it shoots on target.

Both options are going to take a slow and low approach as overdoing could give me the same problem in the opposite direction, but at least I can raise the sight with the rear sight elevator.

I tried bending the sight with a pair of sheet metal pliers. That is some good steel they used for that sight. I don't think I budged it from it's original position.

Any thoughts or suggestions on how to proceed with this, and which option to take. It cost me a bit to get this replacement sight so I'd like to one time the fix!

The OEM front sight is fixed height. I don't have an alternative one of a different height, and overall I want to stick with the OEM parts on this. (Sentimental reasons). Kind of only leaves me the choice of trying to adjust the rear sight in the scenario.
 
I couldn't tell easily from the picture but could the rear sight elevator be removed completely to get it low enough to shoot where you need it?

Sorry, should have mentioned in the original post, that was the first thing I tried once I realized how high it was shooting. The 3" is WITHOUT the elevator in. It just gets worse from there, which is why I am thinking I need to either flatten the sight, or notch it deeper. I'll have room to adjust up if I over do it, but not down.
 
Have a gunsmith touch up the crown and test it again... if it is still off bend the barrel a bit... seriously... it is a choice...
 
Weird option here;
-Keep it as it is. Experiment at longer distances with the ammo of your choice & see what it is actually sighted in for??

That would be fun to know, and I will actually give that a whirl this week, just for the fun of it. With the elevator I can always 'reach' back out to those distances, but most likely I will be shooting this at 25 - 50 yards. btw, it seems 25 and 50 are about the same elevation.
 
Most likely a 50m minimum sight distance. Try it at 50 to see if it is closer. Front post I assume? Try a six o'clock hold on a black circle.
 
Update on this. So I took a dremel to the rear sight and lowered the... look through part? Oh hell, I don't know what that is called... Probably come to me later... Anyway, I had to cut down about 1/4 inch or more till it was roughly on track, with the elevator in at the lowest position...
Now that I've found the 'zero' on this, now I just have to grind away the excess material above as that is completely of no value. At best it blocks my vision, so grind it off I shall. Then I'm thinking I'll buy some blueing to touch up the top and I should be done with this.

Not very accurate groupings through the peep sight etc. but I shouldn't really expect much I suppose. I still like shooting it and will attempt to get tighter groups with it, at least at 25 yds for now.
