I have zero experience reloading but have used reloads in past. Bought some white box 7.62x51 at bass pro. Round is brass all the way down except for half inch or more at neck is totally discoloured. Have lots of rifle ammo and surplus and haven't see this. It's shiny silver where the rest of the case normal. Normal?

It's been annealed.
 
I don't have a pic at the moment. It's factory white box federal I assume it's good to go? Bought it on a whim to try an m305
 
Almost invariably, centerfire cases are annealed. Usually cases are polished, which removes the colouring.
 
It's good stuff for your M305. It does attract a magnet though as it's got a bimetal jacket. It's milspec ammo and not polished like typical commercial ammo so that's why it's discolored at the neck. Military doesn't care about pretty looking ammo! They just want it to go bang properly.
